Hardship Waiver Application
Hardship waivers may be granted to vehicle owners with annual income below an established threshold that are unable to complete the repairs necessary to obtain a passing emission test. If granted, the waiver is only valid until the next regular emission test due date for the vehicle. The vehicle owner will receive an emission test notice for the next due date and must comply with the emission test requirement. Or, make repairs and qualify for a repair waiver.

Required Documentation:
Hardship Waiver Application (download form below, fill out, and return),
A recent failed emission test,
Documents that provide sufficient proof of income. These may include:
A recent tax return for the vehicle owner
Supplemental Nutrition Assistance Program (SNAP) benefits current eligibility
Social Security disability benefit documentation
Any other combination of documents that conclusively establishes current income.
Income thresholds are based on the SNAP income eligibility levels provided at the Idaho Department of Health and Welfare website.
Applicants must have income below the established threshold to be eligible for a hardship waiver. Hardship waivers are awarded or denied at the sole discretion of the Air Quality Board.
