Hardship Waiver Application

Hardship waiver applications will be reviewed on a case-by-case basis. If granted, the waiver is only valid until the next regular emission test due date for the vehicle. Only one hardship waiver will be issued. The vehicle will be required to pass the test at the next regular emission test due date.

Required Documentation:

  • Hardship Waiver Application (download form below, fill out, and return),

  • A recent failed emission test,

  • A repair cost estimate, specific to issues found in the failed test,

  • The cost estimate must be done by a recognized repair business, which can be verified by using a business entity name search on the Idaho Secretary of State’s “Business Search” website: https://sosbiz.idaho.gov/search/business,

  • A recent tax return.

In order to establish "Hardship", we will use the US Department of Health and Human Service’s Federal Poverty assessment guidelines, url: https://aspe.hhs.gov/poverty-guidelines to create a base line.
